☠️ Ukraine🇺🇦: criminal liability to be introduced for the use of third-party accounts

The Verkhovna Rada approved the bill at first reading.

📌 On September 15, lawmakers voted in favor of Bill No. 1603, approving it at first reading and setting a shortened timeframe for preparing it for the second reading. In other words, the bill has not yet become law, but it will be considered under an expedited procedure.

📌 The bill introduces criminal liability for participation in schemes involving third-party accounts:

▪️  for transferring one's own card, account credentials, or providing access to a bank or payment account or electronic wallet to other persons for fraudulent purposes — a fine of UAH 5,100 to UAH 17,000 (from EUR 99 to EUR 330);

▪️  for conducting transactions involving other people's cards and data (receiving, purchasing, storing, transporting or selling them) for fraudulent purposes — fines multiplied by 10 (from EUR 990 to EUR 3,300), restriction of liberty for 2 to 5 years, or imprisonment for 2 to 6 years. In the event of recidivism, imprisonment would range from 5 to 8 years.

📌 Separately, criminal liability is provided:

▪️ for forging payment instructions, illegally issuing or using electronic money — a fine of UAH 51,000 to UAH 85,000 (from EUR 990 to EUR 1,652), restriction or deprivation of liberty for 2 to 4 years;

▪️  for stealing, misappropriating payment instruments or obtaining them through deception — up to 5 years in prison.

📌 Context: during the first half of 2026, Ukraine's State Financial Monitoring Service referred 1,368 cases to law enforcement authorities involving suspected illegal financial transactions, with a total value of almost EUR 3.8 billion. The figure was three times higher year-on-year. The cases involved embezzlement, corruption and “financing the aggressor.”
