According to PlayCity’s latest report, Ukraine’s gambling sector contributed approximately €273.8 million in tax revenue to the state budget, while an additional €39.1 million was collected through personal income taxes associated with gambling-related activities.

💬 Between 2025 and 2026, following the introduction of a digital licensing system through the government portal Diia, authorities issued 11 licenses to gambling operators, 3 to lottery operators, and 213 to gaming equipment suppliers. The remaining licenses were granted to companies operating in the B2B segment.

💬 Licensing fees generated more than 11 million euros for the national budget.

💬 Lottery licensing alone contributed more than €1.44 million during the first quarter of 2026. According to the regulator, this is particularly significant given that lottery activities had operated without effective regulatory oversight for more than a decade.

💬 Regulators also imposed fines exceeding €19.3 million for violations of gambling legislation, alongside approximately €1.56 million in additional penalties related to breaches of advertising regulations.

💬 The agency reported blocking more than 4,100 illegal websites and over 700 social media accounts associated with unlawful gambling advertising. Officials stated that the current enforcement framework allows non-compliant websites to be blocked within a single day.

💬 One of the most significant developments was the launch of the Ukrainian state online gambling monitoring system (DSOM), which tracks transactions including bets, payouts, and refunds. The system already includes 11 connected operators.

💬 Authorities also established a registry of individuals with gambling addiction.

💬 PlayCity reported overseeing 13 government resolutions and issuing 10 ministerial directives covering areas such as facility permits, reporting systems, unique player identifiers, and DSOM connection rules. Draft amendments to the Tax Code, the Gambling Law, and the Lottery Law were also prepared and submitted to parliament.
