👀 Uganda🇺🇬: the government proposes introducing a 30% GGR on all gambling activities — with an additional tax on net winnings
➖ This involves amendments to the recently adopted “Lotteries and Gaming Act”. In addition, a 2026 Income Tax Amendment Bill has been introduced, establishing a 15% tax on net winnings from betting and gambling.
➖ In recent years, Uganda’s gambling market has demonstrated steady growth. According to recent estimates, the total interactive entertainment market reached 438.3 million USD in 2025, and is expected to grow to 995.5 million USD by 2029. The most prominent segment is betting, where GGR previously stood at 20%.
➖ Context: the population is approximately 46 million, with a GDP per capita of 2497 USD. The political system features centralized governance with long-term leadership. The median age is 14.8 years, making it one of the youngest populations globally. There is strong adoption of mobile technologies and increasing engagement in digital activities.
➖ If approved, both legislative proposals will come into force on July 1 of this year.
