👻 Paraguay🇵🇾: gambling sector awaits regulatory changes

The Law 7348/2025 modifies and expands the current legislation (Law 1016/1997) on gambling, impacting both online operators and physical casinos. The new regulation ends the state monopoly in this sector.

▶️ Previously, market access required a public bidding process. The new rules allow private operators to enter without bidding.

▶️ A "National Gambling Commission" (Conajzar) is created under the National Tax Revenue Directorate (DNIT). Conajzar will approve new game types and sanction non-compliance.

▶️ The DNIT will conduct compliance audits and approve the terms for bidding or concessions, essential for the validity of these processes.

▶️ In 2024, the sector’s state contributions reached a record 21.9 million USD. With the new regulatory structure, these figures are expected to rise.
