🧨 New Zealand🇳🇿: the new gambling regulatory framework will come into force on July 3, 2026
At the same time, the launch of a competitive licensing process is expected (with a distinctive selection format). Before deciding to participate, operators should consider the following:
➡️ Operators will be required to offer customers daily, weekly, or monthly limits on playing time, deposits, and gambling expenditures. Users may request an increase or removal of these limits, subject to a mandatory 24-hour waiting period.
➡️ Platforms must also provide a “gaming break” feature, for example, a minimum five-minute break after 60 minutes of continuous play. Alternatively, a time-out period ranging from 24 hours to 3 months may be applied, along with mandatory pop-up notifications displaying session information and temporarily suspending gameplay.
➡️ Self-exclusion requests must be processed within 24 hours. Operators themselves may exclude individuals for up to 2 years if they display signs of gambling addiction.
➡️ Customers will not be allowed to play more than one online slot simultaneously, and autoplay functions will be prohibited. Online jackpots will only be permitted on licensed platforms, except for poker games involving human participants only.
➡️ Operators will be required to retain customer compliance and payment data throughout the business relationship and for an additional 7 years.
➡️ Platforms must provide quarterly and annual reports detailing service usage and profits. They will also be required to notify regulators about serious incidents within 5 business days.
➡️ Regarding payments. Before activating an account, operators must:
👉 verify the customer’s full name, date of birth, and age (minimum 18 years old).
👉 check for previous exclusions or existing accounts.
👉 credit products (credit cards and cards used in land-based gambling venues) will be prohibited.
👉 customers may register only one deposit method and one account per platform, while changing the deposit method will be blocked for 24 hours. Withdrawals may be made through a different method.
➡️ Advertising rules:
👉 advertising will not be allowed on front pages of print publications or in public transportation.
👉 advertising will be prohibited during live broadcasts, as well as 30 minutes before and after them.
👉 prohibited advertising forms include sponsorships and endorsement-style advertising, affiliate marketing, action-inducing advertising, advertising encouraging impulsive gambling, personalized advertising, prompts to increase spending, and references to other gambling products.
👉 advertising must avoid targeting individuals under 18 years old or audiences where more than 20% are minors.
👉 direct marketing activities will require explicit consent or clearly defined preferences from the account holder, as well as mechanisms controlling the frequency and content of marketing messages.
➡️ Licensing: it is recalled that only 15 licenses will be granted to qualified operators. The process will begin with an official expression of interest, requiring payment of a registration fee of 19,000 USD. This will be followed by a license auction, after which a detailed license application must be submitted.
