Until now, gambling has been controlled by the state-owned operator Veikkaus, but the market could open to international operators.

๐Ÿ’ž Who is whoโ“ โ€” Veikkaus is Finlandโ€™s national betting agency. In 2017, it merged with the Finnish Slot Machine Association (RAY) and the operator Fintoto, forming a single state-owned gambling company.

๐Ÿ’ž A promising future: If the bill is approved, in 2026, private operators will be able to apply for licenses, aligning Finlandโ€™s industry with systems already in place in countries like Sweden ๐Ÿ‡ธ๐Ÿ‡ช and Denmark ๐Ÿ‡ฉ๐Ÿ‡ฐ. However, Veikkaus will retain exclusive rights over lotteries, scratch cards, and physical operations, including casinos and slot machines. Additionally, a new regulatory body is expected to be created in 2026.

๐Ÿ’ž Not all good news: The proposal bans influencer marketing and outdoor advertising for high-risk games (such as slots). Operators will be allowed to advertise on their own websites and social media but will face strict limitations. Identity verification and age restrictions will remain mandatory across all gambling services.

๐Ÿ’ž Stronger consumer protections will also be introduced, including financial limits and real-time loss monitoring.

๐Ÿ’ž Key fact: Currently, 50% of Finlandโ€™s online gambling expenditure goes to offshore operators.
