➡️ The key issue: through Resolution No. 69 of June 2, 2026, the tax authority established a registration and tax payment system for foreign platforms offering online betting and casino services in Chile. In practice, the measure extends to the gambling sector the same framework already applied to foreign providers of VAT-taxable digital services.
➡️ Taxation: the tax — referred to as “Digital VAT” — applies to the total amount received from providing these services. To comply, a platform that has completed registration and operated during the previous 36 tax periods must submit a special form numbered 129.
➡️ Criticism: members of the Senate’s Economic Commission accused the agency of attempting to bypass Congress and administratively regulate an activity that is currently still under legislative debate. In other words, online gambling has not yet been formally legalized under a dedicated regulatory framework.
➡️ Context: Chile has a population of 18.66 million people and a GDP per capita of USD 15,941. According to estimates published last year by consultancy Yield Sec, more than 5 million Chileans participate in online betting, and by 2024 the market had already reached an estimated volume of USD 3.1 billion.
