Local banks were ordered to reject transactions with merchant category code 7995 unless they originate from licensed Armenian glambling operators.

➡️ Meanwhile, a centralized monitoring system is being developed, similar to the one being implemented by the Ukrainian gambling regulator PlayCity 🇺🇦. The system will allow operators to connect directly with supervisory authorities’ infrastructure in real time. The relevant law was adopted in Armenia in early 2024, and the State Revenue Committee is currently preparing to appoint a private partner to develop the software.

➡️ The regulatory updates follow the recent introduction of new player protection measures, including mandatory self-exclusion tools and access restrictions for individuals undergoing bankruptcy proceedings as well as recipients of social assistance.

➡️ Context: a year ago, the regulator not only increased licensing costs for online casino and sports betting operators, but also introduced a new 10% turnover tax. The “Law on Gambling,” introduced in early 2025, required companies to use Armenia’s local domain system, implemented geoblocking measures, and adjusted taxation on winnings. Advertising was restricted to luxury hotels, border checkpoints, and channels belonging to authorized operators.
