🧉Uruguay🇺🇾: CUOASEC proposes legalizing and regulating online gambling to combat illegal gambling

The Uruguayan Chamber of Casino and Entertainment Establishment Operators and Service Lessees (CUOASEC) presented a bill to regulate online gambling. The initiative proposes establishing a comprehensive regulatory framework for the sector and creating mechanisms to distinguish authorized operators from illegal platforms.

However, there is a particularity: the proposal seeks to regulate an activity that is currently prohibited under Uruguayan law. Under the current framework, Uruguayan authorities have restricted the operation of online casinos and poker sites.

📌 The proposal. The Chamber proposes creating a regulatory framework for gambling💦, including:

🧬 clearly defining the powers and responsibilities of the state;

🧬 creating mechanisms for state authorization of gambling activities, distinguishing authorized operators from illegal ones, supervising the former and combating the latter;

🧬 implementing user protection measures and measures to prevent gambling addiction;

🧬 preventing money laundering and terrorist financing;

🧬 strengthening cybersecurity and data protection;

🧬 establishing a comprehensive legal framework for the activity.

📌 There are also specific proposals: creating a national .bet.uy domain for legal operators, as well as a National User Registry.

📌 Overall, the proposal seeks to establish a comprehensive regulatory system, considering that Uruguayan authorities have so far managed the sector primarily through platform blocking 🔨.

By the end of 2025, more than 2,000 gaming platforms had been blocked in the country. However, that same year, CUOASEC was established, bringing together Uruguay's main casino operators: Codere, Baluma SA, Compañía Rioplatense de Hoteles SA, Manteo SA, Naranpark SA and Mirador Campero SA.
