The chamber of casino operators and entertainment venue lessors (CUOASEC) has called for the creation of a modern regulatory framework for the gambling industry.

The regulator stated that current regulations were designed for conditions that no longer reflect today’s reality.

🔵 Investment volume within Uruguay’s formal gaming sector exceeds USD 600 million and supports approximately 20,000 jobs.

🔵 Earlier this year, the National Directorate of Lotteries and Pools (DNLQ) published a report stating that 88% of citizens in the country regularly participate or have participated at some point in gambling activities.

🔵 Despite the global trend toward digitalization, the Uruguayan market maintains a strong preference for offline channels. 61% of users place bets exclusively through retail or land-based formats, particularly individuals over 45 years old and higher-income population segments.

🔵 Although online gambling adoption continues to grow, it is the primary option for only 12% of respondents, generally individuals under 45. Another 6% alternate between both formats.

🔵 Regarding the product mix, traditional lotteries maintain a dominant position. The iconic «Cinco de Oro» lottery remains the clear market leader, chosen by nearly 9 out of 10 players. It is followed by «Tómbola», preferred by more than two-thirds of participants.

🔵 A smaller segment (5%) opts for alternative formats, particularly horse racing and online casinos. The growth of these categories is linked to technological development, increasing state interest in regulatory oversight and fiscal supervision.

🔵 Representatives of CUOASEC emphasized that regulation is not intended to accelerate market expansion, but rather to organize an already existing sector and provide the government with more effective supervisory tools.
