🥊 Ukraine🇺🇦: three-year plan to reduce gambling-related harm

The government approved the State Policy Strategy in the Field of Gambling through 2035, which includes both measures against illegal gambling operators and preventive measures. Resolution No. 855-р was adopted on August 26, 2026.

➡️ As part of the strategy, a three-year plan to reduce gambling addiction was approved. The plan covers 2027 to 2029. Its implementation will involve 40 government institutions from the healthcare, education, social services, security and defense sectors, as well as the regulator PlayCity.

➡️ What does the strategy provide❓

🔵 Educational programs for schoolchildren to raise awareness of the risks associated with gambling.

🔵 Promotion of healthy lifestyles and social support for people affected by gambling-related problems.

🔵 Screening of military personnel to identify potential gambling-related problems.

🔵 Deployment of AI to monitor and block illegal online casinos.

🔵 Stronger enforcement measures to combat illegal gambling activities.

➡️ Scale of the problem: between 2021 and 2025, 1,043 criminal cases were opened under Article 203-2 of the Criminal Code (illegal organization or conduct of gambling and lotteries). According to PlayCity, between June and December 2025 alone, 2,844 unlicensed gambling websites were identified, while there were only 25 licensed operators. According to a June survey, 3/4 of the population are concerned about the impact of gambling on public health.

➡️ Context: at the end of August, PlayCity announced the launch of an updated state gambling monitoring system (DSOM). The new functionality will provide structured information on gambling activity in real time and monitor compliance with responsible-gambling rules. However, as of May 2026, the share of illegal operators in the market stood at 56.7%.
