Ukraine🇺🇦: the online monitoring system (DSOM) creates a digital foundation for fiscal and tax oversight
The state agency PlayCity announced a public tender to develop the second stage of DSOM. The system represents a transition from periodic inspections and reporting to continuous data collection and automated data processing.

🔔 DSOM is designed to process up to 10,000 transactions per second, with the ability to scale as new operators enter the market;
🔔 transactions are processed as individual records with a unique identifier, preventing the information from being modified or overwritten;
🔔 the system consists of 2 components: one for government authorities and another for operators. Access is controlled through a qualified electronic signature;
🔔 once an operator is connected, the exchange of encrypted data takes place automatically via API;
🔔 authorities have access to structured information at any time.

⬆️ The implementation of DSOM is being carried out in stages. The testing phase began in April 2026, and during this period, 28 of the 30 legal operators were integrated into the system;
⬆️ The second stage will make it possible to monitor not only fund movements, but also gaming processes in real time.
