👀 Ukraine🇺🇦: the 2nd stage of the state online gambling monitoring system (DSOM) is approaching
An agreement has been signed with Kitsoft to develop the second stage of the state online gambling monitoring system (DSOM). The first stage entered the testing phase in April.
➡️ The new functionality will allow the state to monitor key internal gaming processes, from the deposit of funds and the amount wagered to the payment of winnings or a potential refund.
➡️ The 2nd stage includes:
🔵 recording game results;
🔵 recording transactions involving substitutes for the national currency used in gaming;
🔵 monitoring the parameters and operation of gaming machines;
🔵 granting access to DSOM data to the National Bank of Ukraine, the State Financial Monitoring Service, the Ministry of Finance and other government authorities;
🔵 monitoring compliance with responsible gambling principles.
➡️ According to the regulator (PlayCity), 28 of the 31 licensed gambling operators have been integrated into DSOM. Transactions are transmitted to the system using unique identifiers, while player information is provided in anonymized format.
➡️ Development and commissioning of the second stage are scheduled to be completed by the end of 2026.

As of May 2026, the segment outside DSOM's reach accounted for 56.7% of the market. The main reasons Ukrainians choose illegal online casinos are faster payments (49% of respondents), the absence of gambling restrictions (44%), better bonuses (37%), the possibility of optimizing taxes (25%), and easier registration (18%).
