😱 Ukraine 🇺🇦: Interbank agreement to limit outbound transfers with cards

The National Bank of Ukraine (NBU), alongside major banks and banking associations, signed a memorandum to implement measures aimed at combating “mules” and money laundering. The primary goal is to prevent the use of "transit" bank accounts in suspicious transfers.

➡️ Current situation: P2P transfers are currently capped at 150,000 UAH (3,582 USD).

➡️ Agreed changes: Banks have defined a tiered system of limits based on customer risk levels:

⛔️High-risk customers: permanent monthly limit of up to 1,194 USD.
⛔️Medium and low-risk customers: limit of 3,582 USD until February 1, 2025, reducing to 2,388 USD from June 1, 2025.
⛔️These restrictions will also apply to transfers made via IBAN, in addition to cards.

Exceptions: The new limits will not affect customers with payroll accounts or volunteers.

➡️ Customers unable to verify their income sources will be limited to 3 accounts in the same currency, excluding deposit, credit, or state aid accounts.

➡️ For new individual entrepreneurs (FOP), stricter evaluations of their business activities will be introduced, with reinforced monitoring of their banking operations.

➡️ Among the main signatories of the memorandum are Oschadbank, PrivatBank, Raiffeisen Bank, and Universal Bank, with other banks and payment service providers expected to join soon.
