Throughout 2025 — and continuing at present — Ukrainian citizens have been reporting a marked increase in account and card freezes. In the near term, amid intensified financial monitoring and the expanding automation of compliance controls, this trend may further accelerate.
➡️ The financial regulator’s hotline recorded 4,014 verbal inquiries related to account and card restrictions. In parallel, 2,409 formal written complaints were submitted on the same grounds. For comparison, fraud-related complaints accounted for 1,284 written submissions, while credit-related issues totaled 1,140.
➡️ Other significant issues affecting the banking sector:
➡️ 1,027 cases involving delays or problems with fund transfers;
➡️ 2,210 verbal inquiries concerning difficulties with withdrawing or exchanging foreign currency.
➡️ In the non-banking sector, complaints related to debt and arrears lead with 7,388 cases.
➡️ Context: in 2026, banks increasingly assess not individual transactions but the client’s entire financial model. Automated systems and AI-based tools are used to evaluate behavioral profiles, typical turnover patterns, and digital footprints.
➡️ Risk indicators:
⚠️ unusually large inflows; legal experts indicate that monthly turnovers exceeding 100,000–200,000 UAH (2,315–4,630 USD) often trigger requests to verify the source of funds;
⚠️ use of personal cards for business activities;
⚠️ transactions involving cryptocurrency exchanges or offshore jurisdictions;
⚠️ fragmentation of sole proprietorship structures;
⚠️ discrepancies between transactions and declared business activity codes;
⚠️ use of VPNs, shared networks, or identical Device IDs across multiple clients.
