🔍 Ukraine🇺🇦: banks prepare to share data to detect illegal gambling

The Illegal Gambling & Miscoding Risk Notificator service will help identify payment schemes used by online casinos operating through different banks.

🔵 The system was developed by the Ukrainian Interbank Association of Payment System Members (EMA) to operate on the AntiFraud HUB platform. EMA’s working meeting dedicated to the service launch is scheduled for October 30.

🔵 Why is this needed❓ Each bank can see only the transactions recorded in its own system, but not the connections between different banks. The new system will speed up the sharing of information about suspicious cards, accounts, and merchants. Its work will focus on two main areas: transaction miscoding and money-mule accounts.

🟡 Transaction miscoding: this involves processing payments related to illegal activities as if they were purchases of goods or services, using incorrect MCC codes. Data sharing will help identify these violations more quickly.
🟡 Money-mule accounts: the system will allow transactions to be checked against banking details identified on gambling websites or indicators of suspicious activity.

🔵 Automatic blocking of cards and accounts is not предусмотрено. Information about suspected violations will be shared with other participants through AntiFraud HUB, and each institution will decide what measures to take. The system’s effectiveness will depend on how many banks join and how quickly they verify the data.

🗣 Context: on September 15, 2026, the Verkhovna Rada supported at first reading a bill introducing criminal liability for participation in money-mule schemes.
