😱 Spain🇪🇸: the government acknowledges that it has failed to collect any fines imposed on offshore gambling operators over the past 5 years

Unpaid fines have already exceeded €465 million.

🔣 Identified unlicensed operators were required to pay the following amounts:

💲 2022: €128,427,500
💲 2023: €150 million
💲 2024: €96 million
💲 2025: €51 million
💲 2026: €40 million

🔣 Source of the figures: the data comes from a written government response to an inquiry by the People's Party (PP).

🔣 The authorities responsible for collecting the fines, in turn, point to several obstacles:

👻 Opaque corporate structures of the offending companies
👻 The cross-border nature of their operations
👻 The ease with which they can change domains and technology services

🔣 What can be done ⁉️ The executive branch openly acknowledges that it lacks mechanisms to recover the amounts mentioned. However, the government argues that “the effectiveness of administrative measures should not be assessed solely on this criterion, but also on the authorities’ ability to detect, disrupt, block, and prevent unauthorized gambling offers targeting Spanish consumers.” Detection and blocking are relatively straightforward to understand, but questions remain about how these activities are actually disrupted and prevented.

🔣 Achievements: results highlighted by the regulator include the cessation of efforts to attract Spanish players (❓), restrictions on access to illegal platforms from Spain, and reduced visibility on search engines, social networks, affiliate websites, and advertising channels. The government emphasizes that measures taken against illegal operators may (❗️) make it harder for them to access payment systems and technology providers, lead to violations being recorded in administrative documents, and prevent companies from subsequently entering the regulated market.
