The rapid expansion of the illegal online gambling market has prompted Spain's Directorate General for the Regulation of Gambling (DGOJ) to strengthen its regulatory framework by introducing a single deposit limit for players who hold accounts with multiple licensed operators.

The measure will apply exclusively to regulated operators and is intended to strengthen responsible gambling controls while reducing player migration to unlicensed platforms.

๐Ÿ“Œ Context:

๐ŸŸกSpain ranks 5th globally in terms of gross gambling revenue. In 2025, betting and gaming revenue reached USD 1.879 billion, representing 51% growth over the past three years.

๐ŸŸกAccording to estimates by consultancy H2 Gambling Capital, the regulated market is expected to generate USD 2.063 billion in gross gaming revenue by the end of 2026. However, this would account for only 78% of the total online gambling activity generated by Spanish players.

๐ŸŸกAt the same time, crypto casinos continue to expand their presence in the market.

๐Ÿ“Œ How will the single deposit limit work?

The DGOJ has established standard deposit limits that will apply collectively across all licensed gambling accounts held by the same player:

โ›”๏ธ USD 756 per day.
โ›”๏ธ USD 1,890 per week.
โ›”๏ธ USD 3,564 per month.

๐Ÿ“Œ Users may voluntarily modify or remove these limits; however, doing so will require additional security measures. For licensed operators, this also entails technical, operational, and legal adjustments.

๐Ÿ“Œ A pilot testing period will begin on September 25. All licensed operators must complete the full implementation of the system by March 25, 2027.

๐Ÿ“Œ๐Ÿ“Œ Market outlook: if current trends continue, the offshore gambling market could reach USD 886 million by 2028, up from the current USD 637 million. As a result, the regulated market's share could decline to 74% in 2027 and stabilize at around 71% from 2028 onward, highlighting the growing influence of unregulated operators.
