The new measures focus on client consent and the option to involve a third party to confirm transactions.

💕 A criminal voice database will be created as part of the state’s "Antifraud" information system, managed by the Ministry of Digitalization.

💕 The government, in coordination with the FSB, will determine the types of data included in the system and establish access regulations.

💕 The collected information will be available to the General Prosecutor's Office, the Investigative Committee, the Central Bank, credit institutions, telecommunications operators, and other government bodies, with the official list to be approved by the government.

💕 The bill introduces the requirement to label calls on phone screens, the ability to reject promotional calls and messages, and a ban preventing government bodies and banks from contacting citizens via foreign messaging services.

💕 This ban will also apply to telecommunications operators, marketplaces, job search platforms, and classified ad services.

💕 Measures for banks:

❗️ Credit institutions must extend anti-fraud measures not only to online payments but also to ATMs.

❗️ In the case of cash withdrawals through ATMs, banks must review signs of withdrawals without the client’s voluntary consent.

❗️ If the withdrawal is considered "suspicious", the withdrawal will be limited for 48 hours (a maximum of 50,000 rubles).

❗️ Citizens will have the option to appoint representatives whom banks can contact to confirm transactions.

❗️ Banks must request and store copies of these powers for 5 years.

❗️ A monthly withdrawal limit of 100,000 rubles will be imposed on accounts involved in fraudulent schemes and listed on the Central Bank of Russia’s blacklist.

💕 Key fact: Authorities are also considering banning the issuance of SIM cards without the user's physical presence. Additionally, transferring SIM cards to third parties will be prohibited, except for immediate family members.
