The registry will be based on the analysis of operations and addresses flagged as suspicious, with support from other agencies, including international partners.
➡️ Rosfinmonitoring will use its own neural network-based system. This system is expected not only to identify complex chains of transactions, but also to detect malicious activity patterns and predict new illegal strategies.

➡️ The system will also be used to monitor operations involving the digital ruble, supervise miners, and automate financial investigations.

➡️ The registry may include addresses that:

⛔️ are linked to sanctioned exchanges;

⛔️ appear in transfers to “undesirable” organizations;

⛔️ are used on platforms labeled as extremist;

⛔️ act as mixers or anonymous wallets.

➡️ Special attention will be given to addresses associated with military fundraising, independent NGOs, media outlets designated as foreign agents, and transfers of digital assets to foreign technology companies.

➡️ Meanwhile, Rosfinmonitoring is also actively developing a government crypto analytics platform called “Transparent Blockchain,” expected to launch before the end of the year.
