🆘Russia🇷🇺: Putin signed a law imposing up to 6 years in prison for “drops”
The relevant amendments have been incorporated into Article 187 of the Russian Criminal Code (illegal circulation of payment instruments).
▶️ Among other provisions: anyone who is not a party to a cardholder agreement and acquires or transfers a card for profit to facilitate illegal transactions may face a fine ranging from 300,000 to 1 million rubles, up to 4 years of forced labor, or up to 6 years in prison, in addition to an extra fine between 100,000 and 500,000 rubles.
▶️ First-time offenders may be exempt from criminal liability if they actively cooperate with the investigation and voluntarily disclose the identities of others involved in crimes committed with the card.
▶️Context: In 2024 alone, approximately 10 million Russian bank clients transferred funds to “drop” cards. According to estimates from the Central Bank of Russia, around 80,000 people—both Russian nationals and foreigners—become “drops” each month. The majority are young adults under 23 from various regions across the country.
