👻 Russia🇷🇺: Bankers criticize the draft law on creating "Antiphishing" and "Antifraud" systems

The regulator is considering restrictive measures, including a ban on communication between bank representatives and clients via foreign messaging apps, as well as a requirement for banks to authenticate users on their websites and apps through the Unified Biometric System (EBS). The bill is currently set for its first reading.

➡️ If approved, the State Information System (GEI) "Antiphishing" will begin operations on September 1, 2025, and the GEI "Antifraud" on January 1, 2026.

➡️ In short, the law seeks to verify the identity of communication service users, as well as mandatory call labeling.

➡️ Even when using Russian messengers, authentication via ESIA will be required.
Representatives of the banking sector have expressed concerns about the measure.

➡️ Last week, the National Financial Market Council (NSFR) proposed limiting the ban on foreign messengers only for legally significant actions, such as contract signing and the transfer of confidential banking information.

➡️ The NSFR pointed out that not all domestic messengers support ESIA authentication and that the bank's own messengers would suffice to comply with the regulation.

➡️ The biggest objection from the financial community is the requirement to force clients to use ESIA when entering the bank's website or app. This type of authentication, with 3 million fingerprints registered, could limit 97% of citizens' access to remote services.

➡️ As for call labeling, the president of the NSFR, Andrei Emelin, proposes that it should apply only to advertising and prohibit blocking of legally required messages sent to clients, such as debt collection notifications.

The financial committee of the State Duma notes that the ban on foreign messengers lacks control mechanisms.
