😱 Romania🇷🇴: introduces a tiered taxation system for players' gambling winnings
The measure is part of the government's efforts to increase tax revenue amid a significant budget deficit.
⤴️ Economic context: the country's budget deficit stands at 7% of GDP, exceeding the limit established by the European Commission.
⤴️ Under the new three-tier tax system, the tax burden on players' winnings will increase across all tax brackets:
➡️ Winnings up to €2,000 will now be taxed at 4%, instead of 3%.
➡️ Winnings between €2,000 and €13,350 will be subject to a fixed tax of €80, ➕ 20% of the amount exceeding €2,000.
➡️ Winnings above €13,350 will be subject to a tax of €2,350, ➕ 40% of the amount exceeding €13,350.
⤴️ Context: in 2024, Romania's online gambling gross gaming revenue reached €600 million, while the National Office for Gambling (ONJN) currently oversees more than 50 active licenses.
⤴️ A broader regulatory reform is also under discussion. The ONJN has faced criticism from members of the governing coalition, and both its current president and a former president have faced allegations of corruption. Among the proposals being considered is increasing the minimum gambling age from 18 to 21.
