🦙 Peru🇵🇪: pressure on illegal gambling is increasing
Peru’s approach combines tighter oversight and blocking measures with a relatively liberal regulatory framework.
➡️ Key point: the General Directorate of Casino Games and Slot Machines (DGJCMT) ordered the blocking of 50 unlicensed online platforms under Law No. 31557. This brings the total number of blocked sites to 86, while authorities plan to increase the figure to 157. At the same time, they are preparing lists of additional domains for blocking: the DGJCMT database currently contains around 2,000 domains and continues to expand.
➡️ In addition to blocking, the regulator monitors unauthorized websites to ensure that they remove games and payment instruments. Thanks to these measures, the volume of illegal gambling has fallen by more than 50%. Under the law, organizing illegal gambling activities is punishable by 1 to 4 years in prison.
➡️ Alongside efforts to combat illegal operators, Peruvian authorities are also seeking to strengthen the regulated market and make it attractive to licensed operators. Peru has one of the region’s most straightforward licensing procedures. The sector is subject to two taxes: the Selective Consumption Tax (ISC), equivalent to 1% of each bet amount, and the special gambling tax, set at 12% of GGR. However, the tax framework has sparked controversy among operators. In June, they filed a collective lawsuit with the Constitutional Court to challenge the application of the ISC.
✍️ Context: according to the Ministry of Foreign Trade and Tourism (MINCETUR), there are currently 92 licensed online gaming and betting operators in the country. In 2025, the sector’s tax contributions amounted to approximately USD 115 million. Between January and May 2026, cumulative tax revenue reached USD 91 million.
