⚠️Paraguay🇵🇾: restructuring in the lottery and sports betting sector

SAGSE Paraguay 2025 is currently taking place in Asunción, Paraguay’s capital, and is one of the most important gaming industry events in South America.

Operators, regulators, and industry leaders are focusing on changes introduced by Law No. 7438/2025 and on the plan for market diversification.

➡️Regulatory authority transfer: the regulator has moved from the Ministry of Economy and Finance (MEF) to the National Directorate of Tax Revenues (DNIT), bringing administrative adjustments that are currently underway.

➡️ Opening of betting and lottery segments: while it was initially expected that two new operators (one already confirmed) would enter without a tender, a formal bidding process is now planned for 2026. Previously mentioned candidates include Estonia’s Playtech PLC🇪🇪and Argentina’s B-Gaming🇦🇷. The sports betting concession remains with Daruma SAM (Apostala) until 2028.

➡️ New revenue distribution scheme from gaming concessions:


National level: 30% to municipal governments, 30% to departmental governments, 30% to the Directorate of Charity and Social Assistance (DIBEN), and 10% to the National Treasury.


Capital level: 25% to the municipality, 20% to district governments, 20% to under-resourced neighborhoods, 25% to DIBEN, and 10% to General Revenues.
