🇵🇾 Paraguay: Betting operators will be licensed earlier than expected
The decision was made as part of efforts to democratize the sports betting sector — until now, the exclusive rights to operate in this area belonged to the Brazilian private company Daruma SAM🇧🇷, which operates in Paraguay under the brand Apostala.
▶️ Background: In January 2023, Daruma Sam SA obtained a five-year contract (until 2028) to manage the gambling business, after then-President Mario Abdo Benítez signed the relevant decree. However, the president did not take into account that the company was under investigation for money laundering at the time.
▶️ Current situation: With the change in administration, the new management has begun working. According to Law No. 7438, the National Gambling Commission (Conajzar) will be transferred to state control, specifically to the National Directorate of Tax Revenues (DNIT).
▶️ Now, by law, three companies will be allowed to operate in the sector. Apostala will continue to operate, but Conajzar has decided not to wait until the 2028 tender to allow two new operators to enter the market. The most likely candidates are Playtech PLC🇪🇪 from Estonia and B-Gaming🇦🇷 from Argentina.
▶️ Context: Until now, Paraguay has lacked clear regulation for the gambling market and related advertising. The law regulating this matter was passed in 1997 and does not include online games. The Conajzar Commission tried to control online casinos and virtual slots through decrees and resolutions, but the results were limited. The only clear rule is Law No. 6903/2022, which prohibits minors from playing, but no specific mention is made about online games.
Meanwhile, 50% of football clubs in Paraguay are sponsored by betting houses.
