⚖️ Paraguay🇵🇾: authorities plan to establish a new gambling regulator
(The previous reform took place less than two years ago).
On October 12, 2026, a bill was presented to the National Congress proposing the establishment of the National Directorate of Gambling, DINAJZAR. The new regulator, headed by a national director, is expected to have its own legal personality and assets. The 72-article bill establishes the scope of authority of the new body.
🎯 Concessions, permits, and fees
The bill stipulates that the establishment of the new body will not automatically extend existing concessions. It also sets out the rules governing the collection and distribution of fees, establishes the criteria for determining the assessment base, and delineates the respective powers of the regulator and local authorities.
🎯 Crackdown on illegal activities
Another key focus of the reform is combating illegal operations. The bill provides for enforcement measures, including the seizure of assets, closure of premises, and blocking of unlicensed platforms, and establishes the conditions under which they may be applied.
The regulator will be required to issue a reasoned decision to impose such measures. The decision may be reviewed on the regulator's own initiative or revoked if the unlawful activities cease. Forfeiture of assets may only be carried out pursuant to a court order.
A separate provision seeks to prevent enforcement quotas: the regulator's staff must not be evaluated based on the number of penalties imposed or the value of assets confiscated.
🎯 User protection, meaning prohibitions and restrictions
☝️ Prohibition of access for minors.
☝️ Identity and age verification mechanisms.
☝️ Deposit and session-duration limits at the player's request.
☝️ Advertising restrictions.
☝️ A mandatory 200 m distance between gambling establishments and educational institutions.
🎯 Prevention of money laundering
Under current Law No. 1015/1997, operators are responsible for preventing and combating unlawful activities aimed at laundering money or assets. The new regulator will be granted supervisory and enforcement powers in this area.
📢 Context: in May 2025, Law No. 7348/2025 was passed, establishing the National Gambling Commission (CONAJZAR), which operates under the National Directorate of Tax Revenue (DNIT). The commission was responsible for approving new types of games and sanctioning offenders. The new bill expands and clarifies the powers of the restructured regulator.
