For nearly 20 years, PayPal users in the country were only able to send money to merchants abroad, without the ability to receive funds into their PayPal accounts, due to concerns related to fraud risks and regulatory compliance. This situation has now changed as reported.

🤩 Positive development: through Paga, Nigeria’s largest licensed mobile money operator, users can access their PayPal balances and withdraw funds in naira for everyday financial needs.

🤩 Limitations: a clear gap remains between market expectations and the actual scope of functionality. Many freelancers and business owners anticipated access to PayPal’s full suite of merchant tools, along with seamless, direct payment flows comparable to those available in the United States or Europe. However, even following the integration, these capabilities remain only partially enabled.

🤩 Competitive landscape: during PayPal’s prolonged absence, local fintech providers filled the void. Platforms such as Flutterwave and Paystack developed robust payment infrastructures, achieved broad market adoption, and facilitated cross-border transactions through multiple operational models.

🤩 Context: in 2025 alone, the Paga wallet processed transactions totaling USD 11.98 billion across 169 millionoperations. Nationwide, over the past five years, the volume of digital payments in Nigeria increased by 276%, according to data from the Central Bank of Nigeria.
