What is allowed and what is not? — summary of the provisions included in the bill, which must still be reviewed by the Chamber of Deputies before it comes into effect.
➡️ Not allowed:
⛔️ Gambling advertising during live broadcasts of sporting events.
⛔️ Displaying dynamic or updated odds in real time during broadcasts, unless the data is shown exclusively on licensed operators' websites or apps.
⛔️ Advertising in print media.
⛔️ Promoting content outside of working hours, even through official channels of betting companies.
⛔️ Including athletes, artists, broadcasters, influencers, authorities, or professional technical staff in advertisements.
✅ Exception: former athletes may participate five years after retirement.
⛔️ Accepting advertising payments from referees or members of the refereeing team in sports competitions.
⛔️ Using animations, drawings, or characters that may attract children or teenagers.
⛔️ Promoting programs or content that teach or encourage gambling.
⛔️ Sending messages, notifications, or making calls through apps or other channels without the recipient’s prior, free, and explicit consent.
Static or electronic advertising in stadiums and sports venues is also prohibited.
✅ Exceptions: if the betting company is an official sponsor of the event, owns naming rights to the stadium or match, or sponsors the uniforms of participating teams. In this case, the limit is one advertiser per team.
This last point sparked a strong reaction from Brazilian clubs, who issued a joint statement opposing the measure before the vote.
➡️ Allowed:
✅ Advertising on broadcast TV, cable, streaming, social media, and the internet, between 7:30 PM and 12:00 AM.
✅ On radio: from 9:00 AM to 11:00 AM and from 5:00 PM to 7:30 PM.
✅ During live sports broadcasts, 15 minutes before and after the event.
✅ On websites or apps voluntarily accessed by users, provided these sites are owned by companies sponsored by betting operators.
✅ Presence of betting brands or logos between 9:00 PM and 6:00 AM, as long as there are no invitations, incentives, or promises of winnings, and proper age classification is observed.
