According to data from the Bank of Russia, approximately 80,000 people become "drops" each month. Of them, around 60% are young people between 14 and 24 years old. These minors face the same limits as adults.

Proposals:

⚫️ If a bank signs a contract with a teenager, it is suggested to inform the parents about the card issuance and the transactions made until the minor reaches adulthood.

⚫️ Reduce the card limit for teenagers to 50,000 rubles, making it less profitable to involve minors in these activities.

⚫️ Improve internal bank processes to segment clients based on their characteristics and properties.

⚫️ Implement this measure at the regulatory level to avoid legal risks for banks, especially when making transfers via the fast payment system, where limits are usually high.

⚫️ Provide the minor with a brochure explaining the risks of "dropperism", including a warning about legal implications and possible criminal liability.

Relevant legal aspects:

👉 Criminal liability under Article 187 of the Russian Penal Code applies from the age of 16.

👉 In case of illegal banking activity, such as using minors' cards to withdraw money, a penalty of up to 7 years in prison can be imposed under Article 172 of the Penal Code.

👉 According to Paragraph 2 of Article 1074 of the Civil Code, if the minor does not have assets to cover the damages, parents could be held responsible for covering the obligation.
