🎲 Mexico🇲🇽: state of the gambling industry
The regulated market continues to show steady growth, but the unregulated market is also expanding.
🟢 Market size: the registry of the General Directorate of Gaming and Raffles (DGJS) of the Ministry of the Interior lists around 400 gambling establishments and online operators holding licenses issued by the authority. Together, they are estimated to account for 60-70% of the total market volume.
Meanwhile, “grey” (offshore) platforms account for approximately 20-25%, while illegal operators, including underground land-based establishments, and fraudsters represent around 10-15% of the market.
⚪️ Taxes and restrictions: in addition to income tax (ISR), legal operators pay a special tax on production and services (IEPS) of 50% on gambling revenues. They are also subject to corporate tax on net profits, state and municipal taxes of up to 10%, as well as fees imposed by the Ministry of the Interior (SEGOB).
By contrast, offshore and illegal operators do not make payments to the state or comply with these restrictions. Experts attribute part of the tax evasion to the lack of effective geoblocking mechanisms and gaps in banking payment-processing systems, while the high tax burden is also cited as a factor.
🔴 Against this backdrop, it is not surprising that the grey and black segments account for more than one-third of the market and continue to show a growth trend.
Meanwhile, the regulator is closely monitoring developments in the sector. In July 2026, the operations of 10 online casinos were suspended, partly in connection with investigations into money laundering and terrorist financing.
