😵 Mexico🇲🇽: reform of the Federal Law on Games and Lotteries enters a decisive stage

The aim of the reform is to adapt the 1947 law to current realities, but it remains unclear which specific provisions are proposed for revision.

🗣 Preamble: the reform bill was drafted by the Ministry of the Interior (Segob) together with several federal agencies at the request of President Sheinbaum over a period of two years. The bill has already undergone an internal review and will now be considered by the security cabinet. It must then go through several additional stages, including a vote in Congress, before entering into force.

🗣 Development: authorities have not yet disclosed specific details of the proposed amendments. However, the following is known:

🔴 the reform places particular emphasis on combating money laundering and tax evasion;

🔴 the proposed measures include strengthening legal instruments and improving tax procedures.

🟢⏺🔴 Enforcement: in July, following inspections, the General Directorate of Games and Lotteries (DGJS) suspended the operations of 10 licensed online casinos. Overall, under the current administration, inspections related to AML and tax evasion have resulted in the closure of between 13 and 20 gambling establishments.

🌮 Local context: during the press conference announcing the progress of the bill, Interior Minister Rosa Icela Rodríguez issued a warning to operators: "Do not attempt to bribe Segob officials; otherwise, I will close your establishments and send those who accept bribes to prison."

👀 Context: the reform of Mexico's gambling and lottery legislation forms part of a broader effort to strengthen measures against money laundering. In August, general rules were published clarifying the application of the country's 2013 anti-money laundering law (LFPIORPI). A key principle underpinning the enforcement of the framework is the adoption of a risk-based approach (RBA).
