⚡️Lithuania🇱🇹 will introduce mandatory player identification cards for gamblers

The proposal was submitted by the Ministry of Finance as part of amendments to gambling legislation. The implementation will take place gradually during 2027-2028, with full deployment expected by January 1, 2029.

🟡 The card will be linked to an individual player profile and will include the holder’s national identification number. It will also be integrated with Lithuania’s national self-exclusion registry.

🟡 The measure will not only simplify identity and age verification, but also enable centralized tracking of all deposits, wins, and losses connected to gambling operators. Regulators will additionally be able to monitor player spending and oversee responsible gambling safeguards.

🟡 The reform requires the elimination of cash transactions.

🟡 Strict restrictions on gambling advertising are also being introduced: since July 1, 2025, a ban on most outdoor gambling advertising has already been in effect, and beginning January 1, 2028, gambling advertising will be completely prohibited.

🟡 The Lithuanian system could become the first fully centralized gambling regulation model in Europe. Poland🇵🇱 and Norway🇳🇴 already operate player card identification systems for slot machines, although those systems do not cover all channels.
