Kazakhstan🇰🇿: more than 180,000 players were blocked through the UAS

The Unified System for the Registration of Betting and Gambling (UAS) has brought the gambling market under comprehensive state control, according to the authorities.

💠 The UAS was launched in March 2026 to technically ensure compliance with the Gambling Law (2024). The law provides for:

📌 a minimum age of 21;

📌 biometric verification;

📌 a ban on gambling for public officials and law-enforcement personnel;

📌 a transparent tax mechanism.

💠 Since August 7, 2026, gambling operators have been required to identify every player and collect the following information:

📌 full name, date of birth and citizenship;

📌 individual identification number for Kazakh citizens, and residence permit identification number or passport number for foreigners;

📌 occupation and place of employment, where applicable;

📌 personal mobile phone number;

📌 the individual's bank account number.

💠 The data is entered into the UAS, where an account is created with a unique identifier. Bets are then confirmed using a code sent to the registered phone number. Access to gambling is denied to debtors🔨, restricted groups, including public officials, and individuals with an active self-exclusion.

✍️ Self-exclusion: under Article 15-1 of Kazakhstan's Gambling Law, both Kazakh citizens and foreigners may submit an application for voluntary restriction of their participation in gambling and betting for a period of 6 to 12 months. Since 2024, applications can be submitted through the eGov mobile app using an electronic signature. The restriction takes effect immediately, and an extension can be requested once the specified period expires. To date, around 225,000 people have opted for voluntary self-exclusion.

💠 Results: since the UAS was launched, more than 180,000 players have been blocked, including 23,000 who had self-excluded. Minors were also screened out, with more than 31,000 teenagers blocked.

✍️ Context: according to official data, around 695,000 people regularly place bets in Kazakhstan, representing approximately 20% of the adult population. Between 2024 and 2026, total betting volume reached USD 3.2 billion, while GGR amounted to USD 800 million.
