Kazakhstan🇰🇿: Binance signs three strategic memorandums to advance digital assets and payments

The focus is on digital assets, payment infrastructure and investment opportunities.

➡️ What it is about: Binance has signed three framework agreements with Kazakhstan's Ministry of Artificial Intelligence and Digital Development, the National Bank and the Astana International Financial Centre (AIFC). The memorandums are aimed at supporting the development and practical adoption of digital financial technologies in the country.

1️⃣ Digital assets: from regulation to practical use
Under an agreement with Kazakhstan's Ministry of Artificial Intelligence and Digital Development, Binance will cooperate on digital assets, financial infrastructure and innovative payment solutions.

The areas of cooperation include:

🔵 the issuance of a stablecoin;

🔵 the development of digital-asset-based payment infrastructure;

🔵 the refinement of tax and legal frameworks;

🔵 the creation of new digital-asset products and services.

2️⃣ Building a new payment infrastructure

Through its memorandum with the National Bank of the Republic of Kazakhstan, Binance will support the country's ambition to strengthen its position as a regional payments and fintech hub.

The platform plans to localize parts of its infrastructure, functionality and regional operations in Kazakhstan, while also exploring the development of cross-border financial services.
The roadmap includes:

🔵 developing payment infrastructure;

🔵 obtaining the necessary licenses and launching new payment products.

3️⃣ Digital assets as part of investment infrastructure
The memorandum signed with the AIFC provides for cooperation under the Investment Tax Residency Program. Its goal is to expand Kazakhstan's investment market through digital assets by creating a transparent, regulated and technology-driven environment.

➡️ Context: in July 2026, the President of Kazakhstan signed a decree providing for the development of crypto-payment mechanisms to create new channels for export-import transactions in stablecoins. The authorities are seeking to create conditions for the localization of digital assets in the republic. Currently, 30 companies operate as licensed digital asset service providers.
