The licensing process, launched in February of this year, applies to services provided online and through mobile communications, as well as to intermediaries facilitating betting activities.

⏩ The regulatory authority is the Gambling Regulatory Authority of Ireland (GRAI), in accordance with the Gambling Regulation Act of 2024, which replaced legislation that had been in force for nearly a century. Unlike the United Kingdom🇬🇧, where the supervisory authority operates under the Department for Culture, Media and Sport, the Irish regulator falls under the Department of Justice.

⏩ Operators in Ireland are required to conduct age verification, provide users with guarantees for prize payouts, accept payments only from debit cards, and close gaming accounts upon customer request.

⏩ The transition to other verticals will be implemented gradually:

🟠 Licensing for land-based betting is scheduled for late 2026.

🟠 Applications for other categories — including gaming venues, lotteries, B2B providers, and charitable gambling activities — are expected to open between 2027 and 2028.

⏩ Next steps: the government also plans to establish a National Self-Exclusion Register, modelled on the UK's Gamstop system, and introduce new advertising restrictions, including a ban on gambling advertisements between 5:30 a.m. and 9:00 p.m.
