The sector originated in 1961, when casinos were allowed to operate in hotels and clubs. In the early 1990s, legislation was amended to legalize offshore casinos. At present, there are 13 operational casinos in Goa: 7 land-based and 6 offshore, the latter operating on vessels moored along the Mandovi River in Panaji.
