🏛 Greece🇬🇷: regulator steps up scrutiny of players, especially VIPs
To achieve this, players will be subjected to thorough, centralized verification.
🎲 The Hellenic Gaming Commission (EEEP) is developing a reform proposal aimed at strengthening supervisory procedures for verifying players’ identities. The regulator is concerned that current registration procedures allow players to open accounts under different names across various platforms, and it wants to standardize the system. The most attractive option is to integrate the state e-Gov platform. Verification through the banking sector had previously been considered, but this option was abandoned due to the lack of a legal basis.
🎲 The regulator is particularly interested in VIP customers and those who spend large amounts on gambling. The EEEP is closely examining strategies for acquiring, retaining, and incentivizing these players, including bonus programs and terms of service. To this end, it requested data from all 18 licensed operators on incentives offered to premium customers. The stated purpose is statistical analysis. There are concerns that incentives and bonuses could encourage customers to move to the illegal market, potentially creating tax and regulatory problems.
🎲 Context: according to EEEP data, revenue from regulated gambling and betting in the country increased by 6.7% in 2025. GGR (gross gaming revenue) reached €3.07 billion. In June, law No. 5313/2026 was adopted, which expanded the regulator’s powers and introduced severe criminal penalties for offenders.
