🏛 Greece🇬🇷: regulator expands its workforce to strengthen the fight against illegal gambling
The regulator is seeking reinforcements to combat illegal gambling, with vacancies for public-sector employees and IT specialists.
🟦 The Hellenic Gaming Commission (EEEP), under the Ministry of Finance, has announced 40 vacancies in its inspection and control department. The expansion of its powers and increased funding became possible following the adoption of a comprehensive reform package in June aimed at intensifying action against illegal gambling.
🟦 Some figures for 2025:
🔵 Public revenue from regulated gambling: +6.7%;
🔵 Gross gaming revenue (GGR) of licensed operators: €3.07 billion;
🔵 Size of the illegal gambling sector: €1.8 billion;
🔵 Estimated unpaid tax revenue: €400 million;
🔵 Number of players in the illegal market: approximately 900,000.
🟦 The new legislative package significantly increased penalties for illegal operators:
🔵 Organizing illegal gambling can result in at least 10 years in prison and fines of €50,000 to €700,000;
🔵 If the same offenses are committed on a commercial scale, involve minors, or constitute repeat offenses, the penalties are at least 10 years in prison and fines of €100,000 to €800,000.
🟦 In addition, the EEEP has been granted expanded investigative powers. Alongside blocking websites, it will be able to pursue individuals and take action against gambling networks. The regulator plans to introduce artificial intelligence (AI) to identify offenders. Legal action has already been taken against 18 influencers who promoted illegal gambling. The regulator is also actively investigating methods of incentivizing, promoting, and retaining active players, reportedly for statistical purposes.
