🧐 Europe: Payments Council Publishes Payment Scheme Rules for 2025

Key dates: January 9, October 5, and October 9, 2025. These dates mark the entry into force of five sets of EPC payment scheme rules and their respective Implementation Guidelines (IG). The main rules will come into effect on October 5, with some regulations applying earlier and others later. More details on the regulations can be found here.

What do these new rules mean?

➡️ The Regulation 2024/886 (also known as the “Instant Payments Regulation” - IPR) governs instant credit transfers in euros and outlines a series of obligations for Payment Service Providers (PSPs) within the European Economic Area (EEA). Starting January 9, incoming transfers will be mandatory, while outgoing transfers will need to comply starting October 9.

➡️ The EU Regulation 260/2012 (commonly known as the “SEPA Regulation”) has also been amended. This regulation sets common banking rules to promote fair competition, eliminate hidden national charges, and ensure fast transactions across Europe.

➡️ These key dates apply to all relevant EPC schemes, providing payment service providers (PSPs), clearing and settlement mechanisms (CSMs), and other technical providers ample time to prepare for the changes.

➡️ Under the 2025 rulebooks, end users will be able to specify the payer’s and/or receiver’s address in a hybrid format, alongside existing structuring options.

➡️ Important note: Starting from November 22, 2026, the use of unstructured addresses will be prohibited.
