🧐 Europe: Payments Council Publishes 2025 Payment Scheme Rules
Key dates: January 9, October 5, and October 9, 2025. These dates mark the implementation of five sets of EPC payment scheme rules and their respective Implementation Guidelines (IG), which will come into force on October 5. Some rules will apply earlier, others later.
What do these new rules mean?
⏩ Regulation 2024/886 (known as the "Instant Payments Regulation" - IPR) governs instant credit transfers in euros, setting specific obligations for PSPs in the European Economic Area (EEA). From January 9, incoming transfers will be mandatory, while outgoing transfers must comply by October 9.
⏩ The EU Regulation 260/2012 (commonly referred to as the "SEPA Regulation") has also been updated to set unified banking rules that foster fair competition, eliminate hidden national charges, and ensure fast transactions across Europe.
⏩ The selected dates apply to all relevant EPC schemes, facilitating preparations by payment service providers (PSPs), clearing and settlement mechanisms (CSMs), and other technical providers.
⏩ The 2025 rulebooks introduce new flexibility for end users, allowing payer and/or payee addresses to be specified in a hybrid format, alongside existing structured options.
⏩ Important note: As of November 22, 2026, the use of unstructured addresses will no longer be permitted.
