🎲 Denmark🇩🇰: new gambling restrictions could take effect in 2027
(Provided that bill L37 is passed, unlike the previous attempt, which failed).
➡️ On October 7, 2026, a bill introducing strict restrictions on the gambling industry was presented to Parliament. The bill implements the measures included in a package known as Spilpakke1, adopted in October last year, which included tighter marketing rules, increased pressure on illegal operators, a review of the regulatory framework, and tax adjustments.
➡️ Key provisions
➡️ Ban on advertising targeting minors, as well as advertisements featuring people under the age of 25.
➡️ Ban on advertising on public transport, within 200 meters of educational institutions, during sporting events (including the 10 minutes before an event starts and the 10 minutes after it ends), and on streaming platforms.
(❗️Worth noting: lawmakers estimated that this ban would cost the public treasury USD 2.25 million in 2027 alone and USD 25 million over the next few years. That did not stop them.)
➡️ Operators will be required to continuously monitor player behavior and intervene immediately at the first signs of gambling-related problems.
➡️ The regulator DAG, also known as Spillemyndigheden, will be empowered to conduct inspections without court authorization.
➡️ The license category for physical gambling establishments will change from bestyrer (manager) to forhandlere (distributor).
➡️ Gambling halls must be physically separated, have staff present at all times, and prohibit access to minors.
➡️ Certain games will be unavailable between midnight and 7 a.m.
➡️ All of this is presented under the pretext of “responsible gambling” and combating gambling addiction. However, no evidence has been provided to demonstrate the effectiveness of the proposed measures. On the contrary, since the partial liberalization of gambling in 2012, the regulated sector has grown rapidly: in 2024, 91.5% of online gambling in Denmark took place on websites licensed locally.
➡️ Context: by July 2026, gambling expenditure had increased by 17.2% year over year. Casino revenue rose by 22%, while betting revenue increased by 21.3%.
