The Danish Gambling Authority (Spillemyndigheden) has released the results of its 2025 enforcement campaign against unlicensed gambling operators. According to the regulator's annual report, 334 illegal gambling websites were blocked, while 36 platforms modified their services to comply with regulatory requirements. In addition, 695 suspicious websites remain under investigation.

🔨 The large number of website blocks resulted from the Spilpakke1 legislative package adopted in October last year to strengthen the protection of minors. As a result, the regulator received authority to block gambling affiliate websites, and gambling advertising during sports broadcasts was completely prohibited. Advertising on public transport, near educational institutions, and bonuses were also prohibited.

🔨 What is driving these measures? The growing number of gambling-related harms. Denmark's national self-exclusion program, ROFUS, had 63,488 registered users as of August 2025, including 41,362 individuals who opted for permanent self-exclusion from real-money gambling.

💰 Despite these measures, in 2025 gambling became the largest segment of Denmark's gaming industry for the first time, surpassing lotteries. Total gross gambling revenue reached USD 1.75 billion, while online casinos generated USD 657.7 million (38% of the market), representing a 12.1% increase (USD 71 million) compared with the previous year. In 2025, online casinos accounted for 73% of the sector's total gross revenue (+3% year over year).

🔨 What additional enforcement measures are being introduced? Danish authorities have adapted their strategy to reflect the shift in gambling marketing toward mobile applications and social media. As a result, a significant portion of enforcement efforts is now directed at the Apple and Google app marketplaces, where illegal gambling applications are removed following formal complaints. At the same time, the regulator continues to assess the effectiveness of DNS blocking. After 178 websites were blocked in June 2025, traffic to those domains fell by 34% compared with the previous six-month period. However, despite ongoing cooperation between the regulator and the Danish Association of Internet Service Providers to block mirror websites, authorities have yet to achieve a sustained and broad-based reduction in traffic to illegal gambling platforms.
