Fraud prevention at its peak. Complaints began to accumulate after July 25, when amendments to Law 161-FZ came into effect.

➡️ If you appear on the special database of the Central Bank of Russia, it’s practically over. A suspicious transfer or a sudden message about the block could mean losing access to banking services across all credit organizations.

➡️ The law requires banks to block a customer's money transfer for 2 days if they have doubts. After this period, the block may be extended to 14 days or more.

➡️ Forbes found 45 similar complaints across 16 major banks. Similar cases are also reported by users on the financial market "Sravni". According to the Association of Banks of Russia, the regulator's database includes dozens of legitimate commercial enterprises, including major retail chains with acquisition agreements with banks.

➡️ The "blacklist" is formed from information provided to the Central Bank by the banks themselves (both receivingand sending banks) and other payment market participants, as well as by the Ministry of Internal Affairs.

➡️ If a bank allows a transfer to an account on the Central Bank’s list, it must refund the client within 30 days after receiving the corresponding request. If the client insists on the transfer after 2 days, the bank will carry out the transaction but will no longer be obligated to refund the money. Additionally, banks may, on their own and without the client's participation, send a reasoned request to the Central Bank of Russia to remove the client's information from the database.

➡️ Among the complaints from clients, three typical scenarios result in a block:

1️⃣ Fraudsters open a bank account in someone’s name using their personal data.

2️⃣ Transactions between individuals and businesses through money transfers.

3️⃣ A large transfer to an account in another bank in the client’s name.

➡️ How to resolve it? — Visit the bank in person with a passport. This at least allows you to withdraw cash from the bank counter, although such operations usually involve a fee.

➡️ Even after submitting the request, if the bank still considers the client untrustworthy, the problem is only resolved through the courts. Proving the bank's guilt in opening an account without the client's consent is very difficult.
