⛔️ Chile🇨🇱: what should be done if blocking online betting sites does not work❓ The Telecommunications Authority (Subtel) has proposed alternatives.
If one blocking method proves ineffective, three alternative approaches are being considered.
➡️ In response to a request from the Court of Appeals regarding how it plans to block access to online betting operators, the Telecommunications Authority (Subtel) stated that there is currently no single mechanism capable of guaranteeing 100% effectiveness in permanent website blocking.
➡️ Based on this, Subtel proposes action on three fronts:
➡️ packet-level blocking (DPI) using deep network traffic inspection. This method is considered invasive, difficult to implement, and potentially risky for privacy and net neutrality.
➡️ blocking through SNI (Server Name Indication), meaning restricting connections based on the server name specified when a session begins. However, technologies already exist to conceal or protect this information, and the method could also affect general services.
➡️ blocking through DNS (Domain Name System). This is considered the least invasive option and the one most consistent with current regulatory principles.
➡️ In addition, the proposal includes an interagency procedure, involving domain identification by applicants or other interested parties, verification by the gambling oversight authority, notification to telecommunications companies, and continuous updates of the list in response to the appearance of mirror sites.
➡️ The alternatives have already been submitted to the court for review, and a decision is now pending regarding their implementation or the possible need for additional measures.
➡️ Context: the main internet service providers in Chile are Entel, GTD, WOM, Claro and Movistar.
