Bulgaria🇧🇬: Gambling advertising could be completely banned

The Government is considering a package of restrictions for the sector.

📑 Advertising: a complete ban on gambling advertising is being considered, with the exception of sponsorship advertising on sports jerseys and at sports venues, due to the need to maintain funding sources. Outdoor advertising for casinos would also be banned. So far, gambling advertising has only been prohibited on television and radio, with an exception for National Lottery advertising.

📑 Taxation: changes to the tax regime for land-based gambling establishments are being considered. All gaming machines would have to be connected to the portal of the National Revenue Agency (NRA). Authorities are also considering increasing taxes for both land-based gambling establishments and online platforms, with the additional revenue subsequently allocated to sports and education.

📑 Reference: during the debate on gambling legislation reform, proposals to increase taxes and ban advertising had already been put forward, but at that time the authorities took the arguments presented into consideration.

📑 Enforcement: certain strict measures have been announced against offshore operators that do not pay taxes and transfer funds outside the European Union. The exact measures have not yet been disclosed.

‼️ Context: affiliate activity in the gambling sector has already been subject to specific regulation. Gambling affiliate licensing rules have been in effect since August 1, 2026, with the aim of bringing around 40% of the gambling industry out of the informal segment.
