The analysis is based on a report prepared by Brazil’s Federal Court of Accounts (TCU), the government body responsible for the external audit of executive branch activities.

🟰 The gross revenue of the “legal” gambling sector during the first half of the year reached 38 billion reais (7,577,200,000 USD). Over this six-month period, approximately 28 million Brazilians placed bets on licensed platforms, with an average monthly spend of 164 reais (33 USD) per user.
🟰 Illegal operators accounted for between 41% and 51% of the country’s total betting volume (and this was before the major regulatory tightening that began in 2026). The annual volume handled by unauthorized platforms is estimated at 7 976 000 000 USD.
🟰 Regarding the report issued by the TCU on the regulator, it highlights a lack of coordination between supervisory institutions, absence of data integration, insufficient formal protocols, and inconsistent enforcement of sanctions. It also notes that the Ministry of Finance’s Secretariat of Prizes and Betting (SPA) lacks adequate technological tools for automated monitoring of betting domains and applications.
