The proposal has gained clear government backing, as Provisional Measure No. 1,348—amending Law No. 13,756/2018—has already been published in the Official Gazette (DOU).

➡️ The new measure establishes the mandatory transfer of bookmaker revenues to the Federal Police Equipment and Operational Support Fund (FUNAPOL), gradually reducing the share of GGR retained by operators.

➡️ Under the final framework, the long-term operator retention rate will be reduced to 85%.

➡️ Of the deducted amount, 3% will be allocated exclusively to FUNAPOL, while the remaining 12% will continue financing social and sports programs already provided for under previous legislation.

➡️ To mitigate the immediate impact on cash flow and fiscal planning, the government has established a phased transition schedule:

👉 2026: operators will retain 87% of GGR, with 1% allocated to FUNAPOL.

👉 2027: operator retention will decrease to 86%, while the allocation to the Federal Police will increase to 2%.

👉 Final stage: the transfer to the Federal Police will reach 3%, while operator retention will stabilize at 85%.
