👀 Brazil 🇧🇷: Central Bank considers regulating digital wallet payment services

The public consultation process has begun to establish specific regulations for payment services offered through digital wallets such as Apple Pay, Google Pay, and Samsung Pay.

➡️ The Central Bank classifies these platforms as “tokenizers”, due to their role in applying tokenized credentials to transactions. This technology improves security, but may also lead to market concentration, raising costs for card issuers and affecting both consumers and merchants.

➡️ Two regulatory approaches are being considered:

👉 Including token issuers in the current regulatory framework for payment mechanisms.

👉 Placing these platforms directly under Central Bank supervision, with broader regulatory functions.

➡️ Regarding fees, it is proposed to either include them in the payment system regulations or establish them through a direct rule by the regulator itself.

➡️ The deadline for public comments is June 2, 2025. After that, the final version of the regulation must undergo a second public consultation.
