Austria’s regulated gaming market will enter a new phase in October 2027 with the opening of the licensing process. However, many existing operators may be excluded due to the strict eligibility criteria that will be applied by authorities.

Operators will undergo a detailed review of their history, including regulatory compliance, customer complaint records and tax payment obligations. Land-based casino operators have responded positively to the reform.

➡️ Temporary suspension: under the new legislation, operators that have violated regulatory requirements will be required to suspend their activities for 18 months. Starting from 2030, the “cooling-off” period will increase to 24 months.

➡️ Enforcement of court rulings: one of the most sensitive aspects of the reform is the requirement that Austrian civil court decisions must be enforceable within the applicant’s jurisdiction. While this may initially appear to be a technical issue, in practice it significantly changes the operational structure of online gambling platforms across Europe.

➡️ Limits: the reform also introduces detailed product restrictions and player protection measures, including a maximum wager of 5 euros per game, retention of the current maximum winnings limit of 10,000 euros, and mandatory cooling-off periods following extended gaming sessions.

➡️ Key point: the upcoming Austrian licensing tender will include 13 licenses for land-based casinos. These licenses may be granted individually or grouped into different “packages”.
